Keynote Speaker - R. Lorraine Collins

Since 2008, Dr. Collins has served as Associate Dean for Research and Professor of Community Health and Health Behavior in the School of Public Health and Health Professions at the University at Buffalo (UB). In 2022 she was designated a SUNY Distinguished Professor. In 2021, she was designated the Director of UB’s Center for Cannabis and Cannabinoid Research (CeCaR@buffalo.edu)

Specific to cannabis research and policy, in June 2016, Dr. Collins was appointed to a National Academies of Sciences, Engineering and Medicine’s ad hoc committee that reviewed the health effects of cannabis. In that role, she reviewed research on psychosocial aspects of cannabis use and contributed to a comprehensive document that described the current state of evidence on the health effects of cannabis and made policy recommendations for research (NAS, 2017). That review continues to provide useful information to a range of audiences, including researchers and medical personnel, persons who consume cannabis, and some marketers of cannabis products.

In 2018, Dr. Collins was appointed by the then New York Governor, Andrew Cuomo, to serve as a member of a workgroup to draft legislation for a regulated adult-use cannabis program in New York State. That work served as the basis for New York’s recreational cannabis law, which was passed by the Legislature and signed by Governor Hochul in March 2021. In 2023, cannabis became available at retail outlets in New York State.

Dr. Collins has a well-established publication record in addictions research and a decades long history of NIH-funded research as a Principal Investigator (PI) and Co-Investigator (Co-I). Among other federally-funded grants, she developed and pilot-tested a smartphone application to reduce cannabis use and promote exercise among young adults; introduced behavioral economics principles and experimental methods to research on cannabis use; and was among the first to examine the concurrent and separate use of alcohol (malt liquor) and cannabis among emerging and young adults.

Dr. Collins received my BA in Psychology from McGill University (Montreal, Canada) and her MS and PhD degrees in Psychology (Clinical) from Rutgers University (New Brunswick, NJ). She completed her clinical internship and postdoctoral training at the University of Washington (Seattle, WA). Her research interests are focused on substance use and misuse, including: 1) cognitive and behavioral approaches to the conceptualization, prevention, and treatment of addictive behaviors; 2) the role of policy in cannabis/substance use; and 3) the role of psycho-social factors (e.g., gender, ethnicity) and mental health issues. During the past two decades, she has contributed to expanding the methods for collecting prospective ecological momentary assessment (EMA) data, in real-time.
